IMO the movie uses elements both from Dogma films and soap operas.
Dogma elements: It's a minimalist movie with only a handful of actors and a couple of locations (two rooms and the stairs), etc.
Soap Opera elements: The off-screen narrator acts pretty much like those soap opera narrators that used to say "In the next chapter will our hero save the damsel in distress?".
Besides, the movie albeit being a character study, it is basically a love story where the heroes suffers through the entire running time of the film.
As any decent soap opera, the movie has its own particular "happy ending". Nonetheless as any decent dogma film, that happy ending is kinda ambiguous and left open for your interpretation.
