Ok, just want to make sure I understand why Ann Margret was doing all this. Not that the movie was great, but maybe I wasn't paying as much attention as I could have. Was she taking the girls soley because she was kidnapped as a child and gor pregnant by her abductor, or was there an additional reason? Why was she making molds of their faces?
I never got another reason other than she thought that, in some sick way, she was protecting them.
The reason for the molds of their faces was so that they would always be remembered. I think that she even mentioned that in the final battle scene.

They original guy that was doing it was to protect the little girls innocence’s, so he took masks of the little girls and gave them roses then he injected them. Why on earth he was wearing the child mask was never answered.
Obviously there was something rather sick about it otherwise Ann wouldn't have gotten pregnant, but she continued to protect the girls innocence’s for her own mistreatment.
By protecting the girls' "innocence," I took it to mean their virginity. She was killing the girls before they could reach puberty and lose their virginity, thereby keeping them innocent and pure.
