A question about already-visited places.

Ya know that place in the first chapter, with all the apartments? Is there any way I can visit that place in Free Roaming? And also that Stratov Metal (or whatever it was called) I'd love to see that in free roaming as well.

In free roaming, I think the road is blocked to the first chapter-place (Up on the same long road as kings cross.. ) and that Stratov Metal place is also locked up. :\ Is there like a cheat or something so that I can visit these places? :)
