Free roaming question

I have Mitch, Sam, Eddie, Yuri, Zara, Jamahl, Viktor and I think someone else if I'm not mistaking (that huge dude!!) anyway so I was wondering. is there anyone besides Mitch that I can drive around freely without being chased by the police? It's kinda annoying to not be able to do whatever I want - seeing as it is free roaming. And Mitch gets kinda boring sometimes cause his gun aint all that. lol :P
