Eddie O'Connor's keyring number 13.

So I always though that the key outside the Skobel building was key number 13, but it wasn't... and now I have NO idea where to get it. I've gotten all his keys I think, but not that one. Anyone who knows where to get it?


(in my free roaming screen, it just has a question mark on it.. O-o;; )
