How serious is it to not have your ticket and not have money?

I enjoyed the last vignette, but, I had a hard time "getting" the Scottish guys' plight. Surely you don't get arrested because of lack of a ticket?? Anyway, I'd have thought that between the three of them they'd either be able to do a whip'round for enough Euros to cover a lost ticket, or be able to phone home for a wire transfer of extra funds, from a friend of relative. How did these guys plan to stay in Rome without any money for food, lodging, etc.? And did they have return tickets to get back to the airport and then back to Scotland? The lack of funds amongst these lads was a bit confusing. I've heard Scots are tight-fisted with money, but this was pushing it.

Planning... schmanning! Ain't nothin' like crashing on the beach in Greece or a park bench in Spain!

From experience, it is serious to not have money to pay for a ticket. It's like stealing - if you're caught, then you have to deal with the police. They did have a kitty, but the one kid spent the money on Italian shoes, remember? They brought all the sandwiches for food and they didn't have a place to spend the night, that's why they were chatting up those Italian girls. I found the scenario very plausible. It the refugees had been caught without money for the third ticket, they would have not only been arrested but deported back to Albania without seeing the father. The boys would have an easier time getting out of a situation with the police - and in this case they did - they ran away!

Thanks Tigerlilly, very informative answer. As for me, I would never travel in a foreign country unless I had a little stash of "emergency money" carried somewhere on my person at all times, like in a hidden pocket or the bottom of my shoe or something.

Of course you can get arrested for no ticket. It is a form of theft. But to prove ail someone for that, one must show intent to ride without paying. One can always claim loss of a ticket. Most likely state railwys just demand payment with a fine added on, and police may be necessary to impress upon the offending passenger that he has to pay.
