Is this right? Scorch and Carth are played by the same guy, right?

It is too. The guy that did Carth Onasi did the voice for Scorch. The man that played Jango Fett and the clone troopers in Episodes 1&2 did the voice for the main character, 1138. That designation is also the name for George Lucas's first movie, THX1138.

Yep, finally someone gets it. Raphael Sbarge voiced Republic Captain Carth Onasi, and Scorch. Temuera Morrison played Jango Fett, voiced over the clones, and even played the captain of the boat in Speed 2!
