I'm not saying that bigoted stereotyping is appropriate because it is aimed at children, I'm just saying that children's media needs to be broad for them to understand, so creators tend to use good stereotypes so that children will comprehend things.
I'm sorry you don't remember, because I'd be interested to see what things in the film you found "out-of-date". I didn't see anything that I found was a negative depiction, but then I'm not Scottish. There were intelligent, contemporary, Scottish characters, as well as ones that were a bit "oafish", pretty much the standard grouping for a Scooby scenario, whether the characters be foreign or from the U.S.
