Blu-Ray and DVD runtime differences?

Is there missing footage on the blu-ray? The DVD states the film's runtime is 74 minutes. The blu-ray lists the runtime at 59 minutes, which is quite a significant difference.

I own the DVD already, but I ordered the blu-ray as a Christmas gift for my nephew. I bought it through Amazon.com directly, not a secondary seller, and I noticed the runtime difference on the back right away.

I e-mailed Warner Bros to ask them, and thus far, no response. I just wanna make sure my nephew is getting the entire movie, not a condensed version.
