I think of the episode where he made a deal with Brock and they shook hands without anything happening to Brock. Brock and Phantomlimb smile at each other and Brock says something like "For a minute there, I thought you were gonna do your death touch thing." and Phantomlimb replies "So did I." Can he control if he kills someone or does it come and go?

I'm pretty sure he can control his power. I think his "So did I" line meant that he considered the idea of killing Brock with his touch, but finally opted not to do so.
