Did anyone else get the impression that the film makers wanted to make at least 3 movies, but only got the funding for one of them. So they folded all their ideas into one movie. I counted at least 3 ideas that could have been their own movie. Of course, since they were all jumbled together, none of them came out ok.

1) Submarine story
2) Mind control story
3) Political assassination story

Any others?

You are right on. This movie has no idea what it wants to be. Which is what makes it so great/horrible. At some point I think the producers just said "screw it, lets just put all this crap together, stick Steven Seagal in there and see what happens".
