Who is He?

Ok, I just watched it for the...(too many to count) time, and I am going crazy wondering who that guy on that little insert show (the one that yells out "Why don't you get it!?"). Does anyone know?? ((to tell you the truth, he kinda reminds me of Teppei a little))
