Who was . . .

Who was the guy near the end who was threatening to throw Jaime into the "well?" Was it that hyena-laugh sleazy councilman from earlier in the movie? (But, as always happens in movies, as when somebody gets ahold of the gun but has to talk for five minutes before shooting so ends up getting it taken away, he takes so long to actually do it that his plan is, of course, foiled.) I don't remember seeing him get gunked, or killed - or even being there that night.
