On the commentary for the film, Steve Oedekerk made the remark that he was supposed to represent the embodiment of "kid energy". I think, beyond that, there aren't going to be any specifics to be had.

I guess that anybody that would put udders on male cattle is capable of any flight of fancy. Looks like Captain Caveman to me...
