There are a lot of movies about Latino teens and street life, but most of them are more serious, not as light-hearted as WASSUP ROCKERS. Unfortunately, many Latin American movies have pessimistic, depressing endings. Probably the closest match is RAISING VICTOR VARGAS, a fun movie about Dominican kids in NYC.
