The boy has to be smaller/less developed

In order to be sweet it seems this kind of adolescent love movies require the boy to be smaller/ less developed than the girl. I just have a hunch I've noticed this pattern before. Maybe if it was other way round people would read something ominous/creepy into it. This was just a random idea that I felt like posting while wondering about it.
