I agree the character always wore super tight dresses and showed off her decolletage. I found it a little odd but I guess if you have it, flaunt it, and it probably was simply another hook to get people to watch. I think there are some women who might find it entertaining to see what sort of outfits such a nicely shaped woman would wear.
shareI'm going through the eps now where Cuddy gets the kid and she dresses normally at home. The show clearly shows that she pancakes on the hair and makeup and whips out the cleavage only when at work. Before you could say hey, it's a tv show, it's not realistic. But it's later illustrated that flaunting her sexuality is one of her weapons of power. No wonder House needles her about it.

shareI mentioned the same thing on IMDb years ago, and they all told me that was the way professional women dressed then. This is a much more sane board than the IMDb version was! As you were told, no, professional women prefer that men look them in the eye. If you look up what people say about Giada DeLaurentis, a Food Network star, that would be the buzz behind Cuddy's back.
