Why does Onaga have Holy Men?

Shadow priests I would presume. I have my own theory on them. I believe they followed the dark deity of Outworld which was Shao Kahn. So....they would worship just as we worship. However..when Shao Kahn entered but was subserviant to Onaga who was more powerful/stronger, the people's loyalty would obviously change. Say there was an all powerful being that could control the entire planet earth by sheer will....but then another within the planet challenged his power and was decisively more powerful?...who would those priests then worship?...the stronger or the weaker?

So when you see the priests backing Onaga, I believe its because he had proven to be more powerful than even the realms guardian Shao Kahn. Heck, Kahn was only able to ever win through treachery. Onaga was one powerful dude. The combined might of Raiden, Shang Tsung, And Quan Chi not being enough?!
