I have only one question

When Onishi first meets Ichise with his leg and arm chopped off, Onishi shoots Ichise three times but you see no bullet holes or anything at all. It didnt seem to bother Ichise either. So my question is did Onishi only do that to make it seem like he shot him if people were around as a "message", or did he shoot him and it is symbolic that their is no bullet holes and nothing can stop Ichise? This is by far my favorite anime, but that scene always bugged me for some reason. Thanks to whom ever replys.
