Connection between the girl, Stephanie, and the woman, Bobby:
It is showed by: them meeting, sitting together, one looking at the other, one talks for the other, by each noticing the same things, using same dialog, both blond.
In the movie at:
-About 4.11 Bbi. holding hand with girl in meeting room, police station.
** They are put together right in the begining, and where do we first 'meet' them, in the meeting room! :)
-About 8.15 still in meeting room, and Bbi. still sitting beside girl.
A. talk to girl: Hi, Stephanie. My name is Elizabeth and we're gonna try and talk about what happened, okay? And it's gonna help you feel better.
Bbi.: You FBI?
** Bbi. answers instead of girl.
A.: Yeah. Yeah.
Bbi.: You gonna bust me?
A.: For now no. No. The only role your nacotic use plays is in how it may have affected your perception of the events.
Bbi.: I know what I saw.
** that line "I know what I saw", that is also used by the girl serveral times.
A.: Yeah.
-About 10.50 still in meeting room, and Bbi. still sitting beside girl.
A. talk to girl: Stephanie, we're gonna talk, right?
Girl looks at Bbi.: I want to go home.
A.: I know you do, Stephanie.
Cut to Bbi. who looks at the girl while she tremble (or nods?) then look at A.
** Did Bbi just remember what she felt like, at that age - as 8 or 9 years old? - Just look at her!
-About 25.25 At the public toilet, Bbi. sees the girl while they both are using the toilet, they sit in boxes next to each other, and the girl puts her mobil tv on the floor so Bbi. also can see the news. The girl exits her box and wash hands, while Bbi. is watcing her from her box.
** Put together again.
-About 41.43 On the road where the family, with the girl, have a flat tire and the red car, with Bbi. and Johnny, nearly collided with them. The girl watches Bbi. and later tells A. about her.
** Again a clear 'looking focus' connection - why didn't she look at, mention Johnny?
-About 1.24.20 About when Jack, cop, shoot his partner, Jim, H. tells Jack, he may have planed it, but it was Jacks bullets that killed.
H. talk to Jack about Bbi.: Hey, no, she's impressed. The little girl was impressed too.
** the same reaktion from Bbi. and the girl.

So, what is this connection between the girl and Bobby? Bobby is the girl! Because of what the girl just have been through she becomes Bobby later in life.
Or you can see it this way - The little girl, Stephanie, is Bobbi Prescott at the age of 8 or 9...

This situation with a women having an issue with past things in her life, is refered to here:
-About 36.35 Front office, police station, A. and H.
A.: Yeah, well, I was once a sad little girl myself.
Cut to monitor where girl looks 'out' at A. and H. - or right at us! Then, cut back to front office.
H.: Don't go getting emotionally involved. That's not what this is about and you know it.
A.: It's bringing up a lot of stuff, a lot of -
** Here it is (about the issue), and look how it is connected with the girl, via the cut to her.

Oh, but it was sweet Bobby got to have a beer with her mom, a little talk, and remember back:
-About 56.04 Mom and Bbi. drinks a beer and talks. The girl joins them and Mom with a arm around her.
But, then the white van drives by - a harbinger of something horrible to come (just hear mom out) - run girl, run!
Mom: Hej, sweetie. We're almost finished.
** Yes, they all gonna die... (They are all, already dead - the road is purgatory).
Mom kiss girl on head.
** So Mom kisses her little girl goodbye.
Girl.: I wanna go home.
** She want to go back to life.
Step dad: We're not going home, sweetie. We're on vacation. We're having a great goddamn time, okay?
** Notice: ' We're not going home', you can't come back from purgatory, and: 'having a great goddamn time', they are damned by god.
Mom, the girl and Bbi all look sad, horrified and then the girl breaks away.
Cut to girl alone on road with white bag.

And got to say hello to her 'step' dad:
-About 42.56 On the road, Family car, Red car, just after they nearly collided.
Bbi. sitting in red car looking at her stepdad: Hello, Daddy.

But what about this!:
-About 26.25 At public toilet step dad comes out of door, as Bbi. is to enter, and while she enters stepdad looks back and checks her out (read: looks at her ass). Her boyfriend just laugh.

If you still not are convinced, pls. print this and try watching the movie while noticing these scenes, and then tell me if this connection don't stand out like a sledgehammer in your face :)

That's a really intriguing theory you have and this being a Lynch film, I'd say nothing's impossible. A different Lynch, but your analysis is similar to how I've seen people approach Mulholland Dr...

It's been a couple of years since I saw Surveillance, and I became a fan of Ryan Simpkins (the girl, Stephanie) on the strength of her efforts in it. So that said, I might just take your advice and watch it again this evening (with your notes of course!).

Yes, Ryan Simpkins do a very talented acting in this movie.

This theory that Bobbi and the little girl is the same person is only one part of an analysis of this movie.

The next part is to look closer at Agent Elizabeth Anderson and Agent Sam Hallaway:
- Who are they and what are they doing?

And then the big question:
- Why is Stephanie spared! And what is she?

I will not post my theory on this in this tread - I think it can be to much of an spoiler, for anyone who want to do their own analysis.
