Anyone else noticed; Episode 2 around 8:25?

When DI Carlisle and his partner walk on the beach.
In the background, you can see the horses... As well as a native american with a dude who looks to wear a mask?

It kinda shocked me to be honest, confused me a bit and I just had to get it out there.

Anyone know what that is for? I haven't watched much further yet, but it seems highly possible it is a plot thing seeing as how terrificly random this show is and makes it so great and fun to watch xD
