When Sullivan told Fitzgibbons to tip off French

The scene where Sullivan pretended to be Fitzgibbon's lawyer and told him to call his mother (or whatever the code was) and tell her that he won't be home for supper which was code for "you're about to be raided so burn the place down and get the f-ck out" why did Sullivan need Fitzgibbons to do that? Couldn't he himself have just called Costello?

Also the scene where Costello has a guy's hand in a bag, whose hand was that? Was it one of the guys from Providence or Jimmy Pappas?
