What's the building under construction in skyline shots?

I assume it's finished by now since this filmed in August 2005! Unless it was added, it really does kinda create an atmosphere for the movie. Never really thought about this until now but it almost feels like the background is zoomed in a little bit. The background buildings feel like part of the rooftop scenes as opposed to other movies where you just feel like you're level with them. That could just be a New York thing though, or just in an area where the buildings are roughly the same size and/or the much taller buildings just aren't visible. But the screenshots in this film almost give kind of a comic book/other-worldly vibe. The scene with Costigan in the office with Queenan and Dignam does too. The buildings feel like they're about to invade the room!
