Why isn't A A Milne credited with the original idea?


I remember the Heffalump incident in his books, but why hasn't he been credited with 'original concept' or something?

OK, here are some facts (well, I call them facts anyway):
>the heffalump does not appear in the books because it DOES NOT EXIST, it is a figment of Piglet's imagination, but Pooh and everyone get really fired up about finding one
>Disney decided that it DOES exist (against all reason), so decided to morph it into a cute purple elephant for all the little kids in the audience
>It's like the gopher/beaver/what-is-that-thing? that they added (was that in the books?), so they could have a funny-voiced animal in the film
