The same voice, maniacal laughter ( only better ! ) as in La Linea, by the Italian clown Carlo Bonomi ...
No I don't know Stripy... Never heard of it. (apparently imdb has not heard of it either since I can't find it!)
Oh and I just realised that Carlo Bonomi also made a voice dubbing in Calimero (Italian version I suppose). Another cult animated series!

Of course it's cult animation. It was used for 5-minute pause slots on Swedish TV for many years and must have inspired thousands of animators and drawing artists. Lovingly remembered.
