1)considers only english films (or) non-eng films dubbed into english!!
2) considers votes only from the top 1000 voters(thts a secretly maintained list)

Well none of the answers given is right.
There is no question of movies in whichever language is it, if its eligible it will be in the top 250. The main reason behind this is
''only votes from regular voters are taken into consideration for top 250 not top 1000 voters''.
So either very few regular voters have voted for this movie and/or they havent given it 8.6 on average to make it in top 250.
