Russian acting mannerisms

So what's up with all the stuttering/gasping/loud breathing carefully recorded in between lines of dialogue from practically every non-main character? I mean, what does it convey? To me, as a Swedish person, it just appears extraordinarily peculiar and off-putting. But I'm guessing it is meant to have some significance.
