As I understand it, the female voice giving anonymous tips to the police is from the wife of the plastic surgeon who changed Chang-Hyok's face.
If you watch the scene when he gets the plastic surgery, there's a woman standing next to him reading from a note the exact words the jilted bride told the police.
The plastic surgeon and his wife were the parents of the teacher who committed suicide after he was swindled by Mr. Kim and his associates and presumably wanted revenge.
The story goes something like this (if I remember correctly, it's been 3-4 months since I saw it).
There was newspaper boy going around saying there's a breaking news: 500 people were swindled by a single person. This guy wanted to read about it, so he bought a paper from him. However, there was no such story anywhere in the paper. He got upset, went out to find the boy and ask him, "Where is the story about 500 people getting swindled?" The reply was, "Now, there is 501."
I thought this story was actually told to the plastic surgeon and his wife to convince them to help him swindle the master swindler, Mr. Kim, the man responsible for their son's suicide.
I going to see the movie again just to make sure I got it right.
