Plot hole?


What did the torture thing have to do with the plot? If I got this right, a CIA member was posing as a terrorist leader who doesn't actually exist, but apparently he has been a "terrorist" since the Gulf War, because he was the same guy who tortured Dolph. Why would he have even been undercover back then? Supposedly, the whole point of him posing as a terrorist was to help oust the traitors in the Cabinet, correct? So that was a fairly recent development, right?
Am I missing something here?

I think the point of the "torture thing" was to give Dolph yet another chance to appear bound, bare-chested, and subjected to abuse.
