'End the game' scene

The ending of the film. The chant by the fans being carried over to the shot of the younger wife that works to support immigrants sitting in thought (or shock? Not sure if he husband died).
I am sure I am not understanding the significance of this scene but seems to be a message to political leaders? What is meant by "end the game" in political terms and in that scene?
