Name of Character / Actor

I have just watched the movie for one specific purpose - the actor who played the high-ranking military person seated in several scenes with the secretary of state and homeland security director character - who is he. My friends and I believe he is James Watkins who once appeared in The Magician with Bill Bixby back in the 1980's.

However, no James Watkins appeared on the credits. If anyone out there knows the name of his character in Meltdown or what his professional screen name is, please respond.
