As a physician, I can most certainly tell you that HIV DOES transfer from female to male. In fact, it's much easier to go from female to male than male to female. The HIV virus is found in all genital secretions and blood. Women (obviously), have a great deal of these secretions during coitus. Someone will full blown AIDS is especially likely to pass the virus since this indicates the white blood cell count has decreased to dangerously low levels allowing the viral load to reach millions of particles per mL of fluid.
Your confusion could be related to needle sticks. If I inject an HIV infected patient with a drug and accidentally stick myself (not actually injecting into myself), the chances of contracting the virus are less than 1 % which is still a scary chance.
If you are a doctor (and I'm not sure, as we can all claim to be whatever we want to be on the internet), you must not be a very good one as you seem to have a poor grasp of basic medical facts and general reading comprehension. First, nowhere did I say "never" or "impossible". You seem to think I did. Second, you seem to think a transmission rate of 1% is low, when in fact it is insanely high, and you wildly overestimate the transmission rate for receptive and penetrative vaginal sex (you seem to think it is over the outrageously high 1%. Here is are some results from a couple of actual studies on the subject (note: the referenced studies are from fairly reputable journals).

Research suggests the risk of HIV transmission from receptive anal sex is 3 to 23 times higher than from insertive anal sex.
Receptive vaginal sex is riskier than insertive vaginal sex.
The risk from receptive vaginal sex is about twice as high as that from insertive vaginal sex.
It is unclear exactly how much less risky oral sex is compared to vaginal and anal sex.
