Together with the total flukes that followed Jorge's hunt (always stopping at same rest stops, been stood in front of a mirror just as they're taken into the truck in Mexico, running out of gas just by the place they were gonna be kept, ending up in the trunk of a resourceful cop also on a hunt, etc, etc) these unrealistic situations is what keeps this movie from being great.
It's called incompetent law enforcement. America's standards aren't high. American law enforcement is more effective at enforcing policies then solving actual crimes. There are policies in place to not take recruits who have high IQs.
America has fallen in Education, healthcare, and infrastructure. Corporations are in a race to the bottom and have taken the government and its resources hostage.
