Heavy Rain Influences

Just seen this film and near the end after Schubert is in another motel room and OMG *beep* SCOTT SHELBY walks in you know the private detective from heavy rain both are private detectives, wears the same outfits and even the motel looks similar to heavy rain, is this related in anyway, any staff or writers from heavy rain work on this, is that the same actors or did they borrow his likeness or hallways for that fame I mean there similar enough and this film came before it or is it all a coincidence ?
