When you're in the prison & you can hear the Regenerator in one of the cells? I opened the skip it was in & it scared the *beep* out of me. I thought it could be Ashley... but in the end i shot it. I thought it would be answered, but i never found out what it was or why it was there. Did i miss something?

I think its a child. This is because in the end credits for the game you see a lot of kids, but never in the game.
1.The bag is also really really small for a full size adult and when viewed with the thermal scope is just one big heat signature with no shape
2. On the island, there is a portion of it with lots of cages and dog food everywhere, plus it was hinted somewhere that they fed the regenerators children from the villages.
3. You cant have leon shooting plagas infested children, it would "cross the line"
On the other hand it could be a small animal, but I believe its a child because it would greatly enhance the sadness and effect of saddler and his las plagas on the village.
The end credits are pretty depressing...
