How can this movie be rated R and The Dreamers rated NC-17?

I'm really confused. Was it because it was European?! I mean, I would rather show the whole The Dreamers movie to someone under 17 before that scene with Stephen Dorff and that girl in Shadowboxer.

because, in America, movies with more sex and nudity get a higher rating than a movie with violence

But The Dreamers also has gratuitous and incestuous sex. Yet it was NC-17.

No kidding. The guy's yanking her by the hair, but at least he's wearing a condom.

It really is a very explicit scene for an R-rated film. I know the MPAA doesn't generally have a problem with flaccid penises, but "pulling it out" and also having a condom on it sounds quite spicy for the MPAA, perhaps they were all already asleep by the time that scene came up.
I don't mean to impose, but I am the Ocean.

It is very easy to trick the MPAA.

Better to remain silent and be thought a fool than to speak out and remove all doubt.
