Why was this on TBS?

Why did this go straight to TV? Is it still going to be released in theaters? If not, it's strange imdb did not update it, and even more strange it was played at such odd times. Anyway, I thought movies went straight to video, not TV. Is this common?

All I do know is that if this were a theatrical movie, it would have received only 1 star out of 4.
