In the scene where vin diesel drops the kids off at school, the vice principal seems like he is hitting on him. he's like you got a big upper torso, and it looks like legs are coming out of your chest, and asking him if he goes to the gym.

Possibly, though Murney seems to mock the nature of his occupation (almost as if he sees Shane's musculature as being redundant because he is just a "babysitter") and seems confident that he could beat him in a fight ("I will go easy on you", "You mess with the bull, you get the horns", etc.)
That was a subtle thing they did - basically showing that Mernie is a gay man who simply doesn't realize it and has yet to come out of the closet - something they reinforced at the end with him playing a nun in the musical.

It is a familiar movie cliché that whenever certain characters act excessively macho and insult other men for being girly and/or always vent their hatred of gays, they themselves have to be gay. Some good examples are Colonel Fitts in American Beauty, and the school bully in Wes Craven's movie Cursed.
