Why is this on IMDB, and showing a 'year' of 2004?

If this movie was never actually released, then why is it on IMDB with a year of 2004? No release dates are listed; if anything, if it wasn't released, shouldn't the year be 2001 (when it was filmed) or 2002 (when the related 'Rules of Attraction' came out)? It's always sort of confused me why this film is listed on IMDB, as I thought IMDB was only for things that are either in development/production or were actually released or publicly aired at some point in some fashion. Can anyone explain?
