Muntze's rank

Müntze's rank is evidently Hauptsturmführer, translated (correctly, I believe) as Captain, but he is also repeatedly referred to as a high ranking officer, and I wouldn't describe captain as a high rank. Has something been lost in translation or is this some kind of goof?
