I remember a scene where a folky dude was talking about this folk music collector who ended up building the base of the Smithsonian Folkways collection.

Anyone remember who he was talking about?

You probably mean Moses Asch, or possibly Harry Smith. Check this out:

David Johansen was talking about Harry Smith. Johansen himself fronts a roots rock band called The Harry Smiths.
