I've heard some fan speculation that the Grant version of 9 was brought back to Gallifrey and modified to become the Ecclestone version of the Doctor - which could explain a lot and keep 'Shalka' canon.
shareThat's actually not a bad idea, I always imagined Paul McGann regenerating somewhere near the end of the war but that can work as well. With so little information about the Time War you can choose whatever storyline you want.
