I've noticed there seems to be no English voice actors on the cast list, and I plan to buy this on amazon.co.uk next week. Would the standard UK DVD be in English?
More importantly, if there is an English dub, is it actually tolerable? Is it good? Or completely flat like most?

There's no English dub. Satoshi Kon was apparently opposed to idea of dubs. It wouldn't make sense for this movie anyways since the original voiceover track already contains English dialogue, as well as Spanish.
sharethere was actually an English dub done for Animax in South East Asia (Phillippines) but i guess it was never released anywhere else. note, the film was actually censored to show on TV there.

I didn't mind there was no English dub for the film but I didn't like the fact that there were no subtitles in English for when the Spanish characters spoke Spanish. Did they assume all Americans speak Spanish? I didn't know what the heck they were saying.

shareBut you're supposed to be seeing it through the eyes of the main characters. That's the whole point. If you're shown what the Spanish-speakers are saying, you're not having the experience the director intended.

The version I watched had no English subtitles at all. I didn't know exactly what the heck any character was saying - And I still loved it.

shareFollowing up on this, there was finally an English dub released in the US in 2020 by the GKIDS brand. I'd say it's pretty good overall. Gin's voice fits him well (reminds me of John Huston); Hana's might actually be better than the Japanese original depending on how you prefer to see the character, playing it more androgynous; I think only Miyuki is a misfire, she seems to have that "constantly shouting" quality that seems so typical of anime dubs.
