Waldo's shearing machine


Does anyone know what was the point of Waldo's "shearing machine"?

It appeared to be clockwork, so would have required rather more effort to use than manual shears.

It serves to demonstrate how cruel Bonaparte Blenkis really is. Also, I think it's a bit symbolic - something to do with capitalism/communism and the changing state of the bourgeosie?
