why did Charlie's friend get arrested?

when charlie and his daughter was in the mall, and their friend was keeping a look out on the outside, cops came along, and if i recall right he pretended to have trouble with his bike, then the cops helped him and he drove away on the bike. but right afterwards the cops came after him with cars and forced him down on the ground and arrested him. what the heck was that about? (as i understand it, it was still unknown at that time that charlie and the daughter was in the mall.) maybe i missed something. thanks.

darkness covers all,
everywhere i go,
i can't drop my custom self,
i can't go the usual way,
day is so dimly dark the people should use reflectors,
grinds my soul meeting your sneer,
got a hunch my reputation isn't so good here,
why can't they change,
why do i have to live my life in shame,
and this odd,
day time dark,
did it all die out,
i'm gonna go stare into a lightbulb now.

If I was a cop, I'd find his behaviour very suspicious. He simply drove off, knocking the cop's clipboard and not really acknowledging their assistance. When they followed, they kindly requested he pull over but he didn't. Anyone who does that must be hiding something and attracts more attention. The slow speed "chase" would be to make sure he isn't going to do something that may endanger himself or anyone else on the road, since he was displaying unusual behaviour usually reminscent of drug users or someone with other difficulties.
