Indeed so. The movie had some occasional great scenes. But overall, the movie just felt terribly shallow.

To be fair, this is the summary of it: "Two policemen see their personal and professional lives fall apart in the wake of the "Black Dahlia" murder investigation."

So, no bait and switch, just a different story than you expected was going to be told.

Probably Ellroy did write his novel in part because people are still fascinated by the case, and the same with this movie. Then there's the noir factor, which a lot of people like as well. His LA Confidential was also a big hit, so it's familiar territory for him.
