Yes they're supposed to be the same people. Everything that happens in Act 0, obviously happens before the things that happened in Act 1, since 0 comes before 1. Right? Yeah, before they became generals (or should I say, before Queen Beryl awakened them) they were regular people, just like Usagi was before becoming Sailor Moon, and Ami, before becoming Sailor Mercury, etc. You get the point

No, they are not supposed to be the actual shi ten nou They were just cameo appearances by the actors as a joke. If you remember, Kunzite had a human form as Shin (episode 13) before he was awakened by Beryl. Shin was nothing like his cop character, Kuroi. It was just a joke.

No, they are not. It is a joke. I also saw all the episodes when they came out, and own them on DVD. It is the same actors playing DIFFERENT parts. They had funny and exaggerated similarities to their Shi ten nou parts because it was FUNNY. Example, Shirai collapsing like Zoisite's death scene in the series, playing that mini piano. Kuroi going from a nice calm guy to a maniac (Shin turning into Kunzite), Akai having a hot temper like Nephrite and eating the pills saying "Nasty, nasty, nasty" like when Nephrite ate Ami's cookies. Hanako and Jadeite, I don't know what the similarity is, but it was funny to have the actor dressed as a woman. Act 0 had a whole bunch of funny stuff in it.
