Why this movie is NOT in the top 250 list ?

According to IMDB, a movie should get an 8 or 8.1 rating with 25000 votes to be listed in the top 250 movies, so why it is not listed yet ?

exactly what I was going to say, there should be a movement to get this movie into the IMDB 250. The movie is not only perfect, it maybe timeless.

I think the score together with the amount of votes count and this movie has not so many votes.
