Why this isn't also known as POLICE STORY 5 ?

I Mean, if we exclude supercop 2 this is the 5th part in the series following parts 1,2,supercop and first strike.

It isn't. Chan plays a different character. It isn't an actual part of the Police Story-series. It's a "new" (different) Police Story.

In some countries, e.g. Thailand, I'm pretty sure it is known as Police Story 5. I could be wrong though as I can't read Thai...

It might be true, but it still doesn't mean it's part of the series, only that in some country they're trying to sell this way. once again, he plays a different character, noone appears from the Police Story franchise and the tone is different too.
