fish scraps thrown down on a busy sidewalk

a guy throws fish scraps down on a busy sidewalk at people's feet...WTF!

Does that really happen? Where's the paperwork on being able to do that w/o being sued, arrested or beaten up by a passerby?

CRAZY even have that useless scene. What was the point of that short scene?

ANYBODY...Hello...anybody w/ me?

Sorry, I like this film and have seen it a few times, but I don't even remember the scene that you mention. It must be short.🐭

I was clueless too, but I think it was meant to be humorous. I was like ok weird. I doubt that happens for real.
